No – Only certain “economic immigration” programs (i.e., the FSWP, FSTP, CEC and PNP) qualify for Express Entry immigration to Canada. All other Canadian visa programs (e.g., for family sponsorship, caregivers, refugees, temporary foreign workers, international students, tourists, businesspeople, etc.) have their own criteria and procedures which do not involve Express Entry.
